All citizens within Khabarovsk area will become holders of universal e-cards. According to developers’ idea inclusive all personal data identity e-document is supposed to make life easier for russians and numerous state structures, as reported by RIAP «Khabarovsk online».
Today on second reading government draft law «On the implementation of Khabarovsk area certain authorities within launching issuance and maintainance of universal e-cards» has been adopted by Legislative Duma. Above-mentioned law determines the procedure of tender for selecting the bank authorized to provide services within e-application. Certain Article of future regional law, in turn, defines the procedure of universal e-card replacement in case of updating regional or municipal e-apps. The procedure is agreed with JSC «Universal e-card» appointed as Federal authorized organization.
Recall that universal e-card is to be an identity document, mandatory health insurance policy, mandatory pension insurance policy and bank payment card at the same time. Regional law was drafted in pursuance of adopted in 2010 Federal Law «On the organization of providing with public and municipal services».
